No it’s not impossible to get both +2pal and +3HB

Staffmods Tiers vs iLvl
01 ≤ iLvl ≤ 11: T1, T2 (base T1)
12 ≤ iLvl ≤ 18: T1, T2, T3 (base T2)
19 ≤ iLvl ≤ 24: T1, T2, T3, T4 (base T3)
25 ≤ iLvl ≤ 36: T2, T3, T4, T5 (base T4) (D2C: iLvl ≥ 25)
37 ≤ iLvl ≤ 99: T3, T4, T5, T6 (base T5) (D2X only)

Each base Tier is randomized by :
20% chance of +1
50% chance to stay unmodified
20% chance of -1
10% chance of -2

HB is T2, so ofc it has to roll the 10% chance to go down 2 tiers, making it harder to find. But lots of those +5HB scepters exist, and some with 10fcr also.

Personally I’d just use shard.

Makes you reach the 39fcr breakpoint for Foh, with the capacity to use 2x soj, cheaper +2 amy (without fcr), chancies or rare gloves instead of mages.
Also reaching the 48fcr breakpoint for HB.
You can make the build 100x more expensive you’ll barely notice the difference.

yes, it's much more expensive than shard, but i would love to have a stylish pala stick.
