It's more of an offhand claw for dual claw kicksin.
It has ias issues for everything else. And skill issues for trap offhand.

Jade talon and bartuc can be used offhand for a pure C/C kicksin thought. But usually u want chaos instead for wirl.

I had a kicksin that used last wish pb and guil helm for 100% cb. always thought that was the best.

questions like this always depend on the situarion who you are facing... against an es sorc um rune always will be best option, for a hammer who tele stomps on you it will be higher claw dmg.. so if you cinsider this for pvp, have both, as you said it is budget

however there are even cheap rares which will outperfom both..
