Depends if they run chilling/cold armor or not. Both Wirl and Zerk speed will be 50% penaltied by chilled status.
Ring can be up to 40lr
Circ can be up to 120lr
HL 35lr
Torch/annie 40
Boots 40
Lets say 55 from natural res.
2 x scs 5fhr/5@
So far without the effect of other charms than torch annie:
40+120+35+40+40+55+10 = 340
340 - 100 - 160 = 80
Most likely gear wont be 100% perfect lr, but use a few scs with life/5@ and ur there.
