its been use for wolf druids aswell.
i also noticed that on melee weapons , the once with lower range have higher min dmg .
For me to understand , what is difference of overall dmg between a weapon with 100-500 dmg and a weapon with 200-400 dmg . Both same average dmg but different min and max dmg .

Wisp > 9 > 4

100+500=600=200+400 therefore no difference in overall average damage, which is 600÷2=300

Min damage is better as it increases your overall chance to hit harder even if you get a low roll. 4 max just doesn't do that much in comparison to 9 minimum damage. The best rings in perfect form for run/walk bowazonks would be like:

you mean that maximum dmg in 4 on rare rings and minumum dmg is 9

well except the fact that you don't get any participation trophy for overkill...

assume your opponent has 800 life
if you get a regular min dmg hit and a critical max dmg hit, both setups kill your opponent with those two hits. but if you get a regular max dmg hit and a critical min dmg hit, you only get the kill with the 200-400 setup, not 100-500
of course you might consider the full distribution in every case if you want to get accurate numbers, but generally speaking a more consistent dmg setup beats a high max dmg setup which only provides a shiny big number
