Well there are many attacks and formulas...
I give u bow fast:

eias = FLOOR(120*ias/(120+ias)+SkillIas-WSM;1)
Fpa = =CEILING(14*256/FLOOR(256*(100+EIAS)/100;1);1)-1

Strafe has different formula.

63ias needed to reach 8fpa in wf setup ?

To reach 7 with lvl 9 bos.

Yes, skill ias is effective.
Without those 44 skill ias you would need 292 ias for windforce to reach 7fpa..

So those 44 skill ias is equivalent to 229 ias here.
