Phoenix has Redemption Aura, fire absorb and -8% more enemy fire.
Monarch gives -20% to enemy fre resistanae and 20% more to enemy resistance.
You have to use the skill Carrion Vine if you use Monarch and drink mana pots.
What would you think is BIS for an highend Fire Druid?

Run Phoenix with 30/30 fire cs. More damage output and you’ll be able to keep farming with redemption active. Only down fall is fcr missing from main hand this way.

You could tele on switch and swap cta for wizspike after bo for more fcr

a 20/20 shield obviously has higher damage output. you're trading a significant chunk of your damage for a bunch of low impact mods

they are low impact

30/30 cs + spirit morach

low damage and no -res @Spirit
