Sacred targe has 20% more base block...

Chances of you finding sacred targe with 45 res all in sp are slim to none so Id say yes go ahead.

if i use lazaruk, will it give me 4os?

Unless ilvl is less than 25, it will get four sockets from the quest

being sp should i not waste lazaruk on it and just try and roll it with the cube?

Can't use cube recipes to socket superior items only normal.

well hell... only choice is to burn my last lazaruk for a shield that wont give me max block. still think i should do it?

In single player it all depends whether if will give a good boost to you clearing speed or not, if you are doing alright and already have 30-35res spirit then no, if you have res problems and like 20 res spirit then yes
