I am currently level 79 and I do not have max block. With holy shield activate I have about 50% block rate. Should I respec and get to max block?

dont forget that st has best block

also i would like to recommend u shaeled storm (ofc if u have light and fire stack [wizzy could help with it])

You basically need 126 dexterity with HoZ to achieve Max Block.
Other shields could either increase the amount of Dex.

This maybe your problem... but, as stated previously... Sacred Targe is the best blockable shield for Paladin.
And yet... I will again stipulate a minimum of 126 dexterity for MB
