Using 9x passive charms, anni, zon torch how many points into penetrate, critical strike, dodge, avoid, and evade do I need?

Also what belt and boots should I use.

And how must str do I need?

Are Passives really all you can afford? You would still be better off getting crappy charms with max damage, life and FRW.

I am kind of poor, just started playing again on ladder. So passive is not the way to go?

Thats what I was thinking also. Need high passive to dodge attacks and needed points into crit strike. Just don't know how much of each.

You're a Bowazon, you don't have many skills to max. You don't need Passives at all. Just get whatever max damage, life or FRW charms you can get. The +skills you have from your gear and Anni/HF will be enough to get the proper amount of points into the right Passive skills. Just look up several guides here.

I would use 20life smalls over passives...you don't have many skills to max for a bowzon...shouldn't need 9x passives, d/a/e diminish quickly after 50%
