you can't warp in on someone from d-scan, only celestial objects/ beacons/ anomalies etc. If you got warped to and weren't in range of something then someone scanned you down with combat probes. with the new probe setup it's pretty easy to get a lock on someone, especially with good scanning skills and practice.
