In order to take over Sov in a system, you will have to control all of the planets in that system. Eve players will hire the mercs (dust players) to fight for control of the ground, while eve players fight for control of the space above it.
Controlling the space above makes gaining or keeping control of the ground more difficult, and gaining control of the ground will make gaining or keeping control of the space more difficult.
