What should I do when I get in there?

start with the tutorial, fyi when choosing a race i'd recommend Caldari for pve and Minmatar for pvp. Msg me if you would like more info on how to get started.

is it like WoW where you choose between PvE servers or PvP servers and etc... or is it all opeN?

its one server for everybody, although there are pve 'zones' and pvp zones

ima start as minmatar i guess cuz i really like PvP... other than that jus sorta gon wing it

if you have around 40mil isk for whatever reason (received from a friend , etc.) i'd suggest picking up a skillbook from the market (auction house) called 'cybernetics' - train it to lvl 1 and buy some +3 basic implants since they boost your stats quite a bit, cutting down on training time of your skills. There are lots of newbie guides on the net regarding your first couple days of EVE, do a google search and go from there. As stated before i'd be more than happy to explain what you can do in this game. Fly safe 0/
