It sounds like it works with Procurement, but it's not very clear on what it does. I understand that Procurement allows you to set up remote buy orders if you're not in the same station. What does this skill do exactly? Does it allow you to remotely get items from other stations on the buy orders you have set up remotely?

Also... is there any type of skill to allow you to set up sell orders remotely? I'm assuming the only way it would work is if I'm at point A and I have items in point B, the only way I could sell the items at point B would to set up sell orders at point B and no where else.

Procurement allows you to create remote buy orders. Visiblity increases the range that your remote buy orders can encompass. Level 1 would allow your remote buy order to buy anywhere from within the system in which the buy order is created. Level 2 increase the range of your remote buy order to 5 jumps. Notice that when you place a buy order you can determine how far from the station your buy order can be seen. This skill increases that for your remote buy orders.
