Hey check the forums on eveo, go to the char bazaar theres TONS of chars for sale and im sure you can find one to your liking. But fair warning, im in the trade of buying/selling chars, CHARS ARE EXPENSIVE. Your looking at roughly 1-1.3bil for a basic indy pilot. just a heads up tho, heres a helpful link for you to use. Its a good base to get you the true value of a char. There are ofc factors that arent included in it but it does help!

Well thats up to you, 4 plex = $60 or 4*380mil = 1.52bil

Personally if i need isk and i mean really bad, i buy it off a website

Cheaper and more isk but of course you risk being caught (although i have never been caught)

the decision is up to you, right now plex for isk ratios are high, so you can get a nice bang for your buck.

Back for the idea of the char now. Personally i hate having to wait for things, i like to be instantly satisfied. So if it was my decision i would drop the $60 and buy the plex's for a char, you could get a decent beginning indy char for 1.5bil. (Usually 1.1-1.3bil though)
Now you have the other decision, when you get the char transfer to put it to put it on your original account. Or your a new account. You can only have one char train at a time on a single account at a single time.
If you want to keep your original char then i recommend putting it on a new account, but only if you can afford to keep both accounts running, whether it be getting enough isk in game to buy the plex's each month. Or using RL money.

Anyway theres many things to think about. Hopefully this will help you out a bit, let me know you need more help.

And i think the account needs to be paid for/subscribed. But you after its subscribed you could either use 2x plex to transfer the char to another account. (Good method if your not looking to spend RL $$ to move chars)
Otherwise its $20.00 USD to move the char to another account.
