How can I get 23 million really quickly?

I'd say missions but i'm not that experienced. I can make a good amount an hour via missions... =\ Also it depends what you're flying I guess...

if ur going to be a missionner I strongly recommand you to aim for a battleship with a t2 tank,
imo u should start skilling for a cruiser for lvl 2s, a Battlecruiser for lvl 3s and finally a Battleship for 4s before going into tech 2 ships
imo everyone should focus on making your isks at the begginning and then skill for tech 2 ships & guns

if you have scanning skills , you can make 23 millions easy by ninja salvaging , specially in Amarr space where you can salvage those tasty armor plates .

Imo ransoms but your going to have to either find an experienced fleet to fly with or join a piracy corp(the real pirates) is a pirate corp u should join

the easiest way to do it quick?

you could join a corp and just ninja some loot from pvp wrecks

or follow corp mates around salvaging their missions

friend of mine salvaged 1b in a week when he first started (but that was in 0.0)
