There only red flag is at the top of the page where it says: Automatic API Update disabled, Reason: Login denied by account status.

Im almost positive that this means the account is either no longer subscirbed, or disabled meaning banned. So just watch out for that. Then again if he breaks any rules then he can be banned. But just be careful.
and 1.2bil is a nice offer the char is appraised at 1.55bil

Archolite , make sure you do not trade with him , because CCP rules are : the character being sold must make the topic , and the character being sold will receive the money .

anything else seems like scam , but if the guy will post with Oriya , and you trade with Oriya , then everything`s allright and if you get scammed you will get your money back .
and ... don`t go more than 1.5b for that char , unless you`re in a hurry ... great starter miner tho ^^

if it`s for low SP tengu / combat pilots 8-20m SP , it`s not accurate cause it worth more than the appraised value ... and in general focused combat pilots with more than 90% combat worth more than appraised value , but if you have patience you can find good deals
if it`s about 20 - 40m indy pilots , or even more SP , it`s less than appraised value , sometimes even with 20% ^^

and on a funny note , i tried to haul some of the RP from my new char to Jita , and the noob got ganked cause he was stupid enaugh flying an industrial loaded with 700+ m goods in Jita instead using a freighter or transport ship .
