how does transfering with PLEX work?

From what I understand, this kind of transaction is a really really really easy way to get banned, and I'm surprized that the OP isnt sensitive to this which leads me to believe that either A. the OP is semi-new to Eve and just bought a lot of Isk or plans to buy isk as its cheaper than buying FG from paul. or B. this is a scam..

a PLEX is an ingame item worth around 310million each item, since transfer of a couple plexes isn't anything abnormal, giving someone say 10 of them for 3 billion isk is far less suspicious then just sending 3 billion to someone out of the blue... I'm not sure if they track PLEX transactions through private contracts as carefully as they do isk. But any large isk transaction is going to attract attention. So transferring isk in this kind of quantity via an item is probably safer.

Less than a billion would be 100% safe, so many isk transactions under that amount every day theres no way they could filter those out for closer looks. If you want us to mediate anything over a billion we'll have to consider it.
