The appraiser is very useful for newer people that do not know the character market. There are some things that the appraiser does not show, which includes specialized chars like t3 leadership, pure carrier and/or mothership/titan. For the most part, the appraiser is accurate most of the time. The accounts skills are pretty well rounded, not alot of waste, it just needs a solid direction, this char would be a great caldari/amarr hybird, you could get into a nightmare and run incursions pretty easily, if you didn't want to fly a golem ofcourse. 4.1bil is a fair price, with like botted said "+/- 300-500mil". Depending on how fast the seller wants to sell, and how much the buyer wants to buy.
On another note, it will cost you about 1.1bil(3Plex) or 35 dollars(cheaper) to activate the account and sell it on either the eve-o forums, or to someone on these forums.
I have bought and sold many characters over the past 6 years, character prices have fluxuated quite a bit, but I'm positive that you could get atleast 3.6-3.8bil on eve-o forums.
