ive been playing for years my advice is for you to make a free trial account and see what you like best for a char and focus your learning on specific skills dont go all over unless you wanna waste time making a toon

Do yourself a favor and get into a noob friendly player corp asap.

They will help you much more than the nooby npc corp eve puts you in by default.

EVE University is one of the most popular and well founded noob corps.

As for starting players, Be sure you do the tutorial an event missions at your starting location! Event mssions are good for showing you the ins and outs of the game and UI, standing(rep) booster, some starting ISK, and a couple ships!

My recommendation would be to play through all the tutorials and train 100% of your training skills. Before anything else.

Other than that its a great game, granted your pc can handle it. :)

EVEMon, EFT(Eve Fitting Tool), and EVEHQ are 3 really good programs to help plan or just learn ships, races, NPC corporations, standings required for perfect refine/industry, and much much more! EveMon lets you plan out skills, has basic ship info and I recommend you have EFT for fittings (Hover over the red icon to see what skills your missing, put them in EVEMon and you know when you'll be able to use em! EVEHQ has almost everything EVEMon + EFT has to offer and more! However, its also alot harder to grasp the concept of usage for beginners. So I recommend you start out with Mon+EFT first!

Newb tip: Buy the cheap LEARNING skill books (Analytical Mind, Instant Recall, Iron Will, Spatial Awareness, Learning, and Empathy) and learn them first in the following order:
Instant 1, Analytical 1, Learning 1, Instant 2, Analytical 2, Learning 2, Instant 3, Analytical 3, Learning 3, Instant 4, Analytical 4, Learning 4, Iron 1, Spatial 1, Iron 2, Spatial 2, Iron 3, Spatial 3, Iron 4, Spatial 4
Now go buy the advanced (expensive) skill books (Eidetic Memory, Logic, Focus, Clarity, Presence) and learn them in the following order:
Eidetic 1, Logic 1, Eidetic 2, Logic 2, Eidetic 3, Logic 3, Learning 5, Clarity 1, Focus 1, Clarity 2, Focus 2, Clarity 3, Focus 3

After these you'll be ready to learn the rest of your skills. I don't recommend bringing the basic skillbooks to 5 or the advanced past 4 till you are ready for a capitol ship such as Orca, Rorqual or their battle equivalents.

If you're going to be mining:
Skills: Frigate 3, Mining 5, Mining Upgrades 2
Items: XeCL Drilling Beam, Mining Laser Upgrade 1
Ships: (After the second ship go for ORE ships (Don't get the first tier ones, the second tier is only a couple hours more and will save lots of money!)
(Caldari) Bantam -> Osprey
(Amarr) Tormentor (Yes I know it looks like a shrimp) -> Arbitrator or Augurer (Not really sure myself)
(Minmatar) Burst -> Scythe
(Gallente) Navitas -> Exequror

(ORE--ALL RACES) Covetor/Retriever -> Hulk

If you're going to be hauling for miners:
Skills: Frigate 4, <Race> Industrial 3+, Hull Upgrades 4
Items: Small Tractor Beam, Expanded Cargohold II/Type-D Altered SS Expanded Cargo, 1MN Afterburner I (If you can use a 10MN!)
Ships:
(Caldari) Badger Mark II -> Bustard -> Charon -> Rhea
(Amarr) Bestower -> Impel -> Providence -> Ark
(Minmatar) Mammoth -> Mastodon -> Fenrir -> Nomad
(Gallente) Iteron Mark 5 -> Occator -> Obelisk -> Anshar

(ORE--ALL RACES) Orca or Rorquol

When in doubt...right click!
If you are a miner, do not refine/reprocess the ore you mine yourself, let your corp do it or a buddy with 5/5 refine skills. This way you don't lose all that profit!
DO NOT JETCAN MINE (Eject your stuff into space) WITHOUT PROTECTION FROM A CORP! YOU WILL BE FLIPPED (Someone steals your stuff, you try and take it back and YOU DIE!

NEVER GIVE YOUR ACCOUNT NAME, PASSWORD, OR EVE API KEY TO ANYONE! If someone claims to be with CCP DO NOT BELIEVE THEM unless its through the petition WebUI at EVE's website, or an ISD in-game (they have color text and will speak to you through the petition window)!

More to come later!
