Selling the account is both illegal on JSP and Eve.
Illegal on JSP = closed thread.

It doesnt matter if you dont have a CC
it doesnt matter if ur too poor to pay the 20$ to get it transferred.
This would be an illegal trade on JSP, please read the rules.
That is why this thread will get closed.
That is why a med will NOT take part in this trade.
That is why Eve will ban the account because it is not longer owned by the origanal owner.

Unless you can prove why this would not be illegal (char selling IS legal, account selling is not)
YOU have to pay the 20$ to change the char over

Selling an account (not just a char) is against CCP's rules.
