In addition to these mergers, we plan to set up two new Open PvP worlds: Quilia and Hydera.
These worlds will be blocked for character world transfers for a significant amount of time. However, please note that depending on how their populations evolve, it may still be possible that these worlds will be opened for transfers or even be merged with other worlds at some point of time.
We will inform you once the exact dates of the aforementioned mergers and the set-up of the new worlds have been determined.
At the moment, there are no plans to make them transferable. Nevertheless, we cannot exclude it either since we don't know yet how these worlds will evolve.

As mentioned in the news, there's no exact date yet. Probably sometime around the date of the merger.

If you're referring to double xp/skill vouchers: Yes, they are account-based so they apply to all characters on your account (regardless of the world).
Well.... I probably will no play if they allow exp vouchers since I like aiming to be first in things. Hopefully they change their mind about that :/
