The HP steal cap without any Vamp gear is 10% of your level rounded down. All +Max HP steal does is extend that cap, allowing you to steal more HP if you can. Your Vamp gear is working fine, you just don't have enough of it. All your gear is doing is allowing you to steal a maximum of 63 HP per hit, but your absorb/damage combination is too low to fill it out. To steal 63 HP with 300 damage hits you're going to need 21% life absorb. However, since you are attacking in BM2, I think a lower amount would be suitable due to your fast attack speed. You also need to take into consideration the hard cap which is 5% of your total HP. At level 60 I doubt you have 1260 HP, so you can use less max HP steal gear.

if you need more % (when u have high level you have enough with white board), you a life absorb ring, or force absord ring, they are cheap and you dont lose a lot of damage

btw, NEVER USE EXORTOSINO BRACELET !!! it's fucking crap you lose a looot of damage, only unbrained people use this ^^

Soft cap: 10% of your level rounded down
Hard cap: 5% of your total HP

Soft cap + max HP steal gear = the most HP you can steal (assuming that value is less than or equal to the hard cap)

HP% absorb just takes a % of your damage and adds it to your HP.

If you have 1000 HP, +999999 max HP absorb, and you do 100 damage with 100% HP absorb, you will still only vamp 50 HP per hit due to the hard cap.
If you have 1000 HP, +30 max HP absorb, and you do 100 damage with 100% HP absorb, you will only vamp 30 HP per hit due to your HP absorb cap.
