Stats:
278 STR, 223 DEX, rest into INT. This allows you to use +6 osmium/shineguard armorsuit, while the dex allows you to equip a katana. Personally, I think the versatility in gear selection is handy to have. DEX also gives .25 magic attack per point, while INT gives .286, so your damage loss is next to nothing.
283 STR, 227 DEX, rest INT. This allows for the same gear selection as above, except you can use +7 instead.
278 STR, 167 DEX, rest INT. This allows you to use the standard +6 osmium/shineguard, +6 crystals, and +6 blades. However, you cannot use orbs or katanas.
335 STR, 268 DEX, rest INT. This allows you to use +6 forcium blades and katanas.
Your stats really depend on what gear you can use/afford. However, I personally recommend using the first or second builds, as they will let you use any gear you want on your FS, except forcium. Stat resets are cheap, so if you ever get forcium you can easily reallocate your stat points.
Gear selection:
Instead of listing perfect and virtually impossible to acquire items, I'll give you advice so you can determine what gear you should use based on your budget.
Weapons: Forcium +6/7 blade/katana and orb/crystal slotted with crit/magic amp.
Yes, FS are a crit class, however, crits multiply the damage after pvp reduction and defense reduction have taken place. Here is an example:
You have 850 magic attack, and with terra lance you do (2000). Your opponent has 1,000 defense. The following equation can calculate the damage you will inflict on a crit/noncrit:
((2000 - 1000)/4) = 250
With forcium weapons slotted with 10% crit damage each, a 36% crit damage helm, buffs, and base crit damage you would have 121 crit damage.
(250)(2.21) = 552.5
This means with a crit, you would hit 552.5 damage on them. Because crit damage is calculated after pvp reduction, it actually isn't extremely useful. Therefore, optimal weapons would be +6 forcium, as the magic attack boost you gain would mean more damage after pvp reduction which would translate to higher noncrits and higher crits.
Helm: Double slotted Osmium Armorhelm of Deathblow crafted with 16% crit damage and slotted with 20% crit damage.
There is really no alternatives. Unless you're willing to try and buy perfect craft damage helms, random rate into the first slot, then spend another 1bil+ on a high slot extender, go for it. This helm, however, is the best bang for your buck.
Battle/Armorsuit: Osmium Battle/Armorsuit slotted with 7% magic amp and +50 HP, or an Osmium Battle/Armorsuit crafted with 7% magic amp and slotted with +100 HP.
No alternatives; use the battlesuit for looks, lol. 7% magic amp forcium plate would trump the 7/50 suit, but not the 7/100 suit imo. The 100 HP will help you more than the gained defense. However, 14% amp forcium is the best armor in the game.
Armorgloves: 7% magic amp shadow titanium gloves (FS)
Very good and very cheap gloves. Better options would be osmium armorgloves, or forcium if you can afford it. Keep in mind, however, that +7 s.tit armorgloves have more defense than +6 osmium armorgloves.
Armorboots: 7% magic amp shadow titanium boots (FS)
Again, the best bang for your buck. Osmium is a better option, but only if you +7 it.
Bracelets: Bracelet of Sage +3 slotted with magic amp x2
The best bang for your buck. If you want, you can grind to honor rank 10+ to use the higher end bracelets, but the damage gained by using BoS+6 is minimal, while the cost is quite extreme.
Earrings:
Earrings of Guard +4 or Force Regeneration Earrings +4 are your best PvP options. Use the higher ones if you have the honor/money for it. I personally recommend Force Regeneration Earrings, as the +hp/mp and the constant regen will end up allowing you to take more damage than the Earrings of Guard would.
Rings: Rings of Luck +1
The only thing that would trump this is a RoL+2, but there are only 3 on Cabal NA Mercury, and none that I know of on Venus. The only time you would use different rings is if you somehow got a 40 crit damage/7 rate weapon/helm. In that case, switching a RoL+1 for a Critical Ring +2 would be a good idea.
Amulet: Amulet of Battler+8
This, combined with Force Regeneration earrings will boost your MP a bunch. If you get a wizard to Force Increase you, you can become immune to Mana Freeze. That's always a good thing for PK wars and such.
Skills:
Xplicit was right about the skills. Fire/terra/aqua lance, fire/stone/aqua cannon, and lightning cannon all level 20. For your combo, be sure to use all of your lances first and cannons last. The cannons hit harder and slower, and are better for finishing. Your combo should be a cycle of:
Terra Lance -> Fire Lance -> Aqua Lance -> Stone Cannon -> Fire Cannon -> Aqua Cannon
Cycle through that combo until you think you can finish your opponent off with a Lightning Cannon.
