i can use them to upgrade my stats for statically?

you buy 1 rune then you upgrade it with ap (you gain ap with xp or wars)
you have lot of them, you can upgrade
def, def rate, attack, attack rate, hp, res stun kb down, mana, hp steal, hp steal max (same for mana), magic, sword / magic ampl
more powerful they are more expansive they are

you guys on europ or usa servers?

hp steal... i get that from extended stita gloves now much cheaper and less ap-costy ^^
