You should ask that to the executives at ikea
It's their way of business if i have to guess. for people who have the energy abd time or simply lack of money to afford fully finished furnitures.
Ikea can save shitload of money in the total finishing of the product this way since they save space when storing and cargoing the gooda. this way have lower prices to reach a certain market
