Rappelz is published by GPotato, who is based in the US. Gpotato also has some special services in Germany - check out
http://de.gpotato.eu/ - but I'm not sure if those are different servers. The US based servers should be accessible to anyone in any country though.
There are different servers and people usually write the server name in the topic (Tanda, Lydian, etc).
If there are different servers in the German service you should probably put the server name in the topic also - I'm pretty sure they didn't use the same names as the US based servers.
