What does the Roman numerals stand for???


I understand that I want EE/stats, and I get Lvl req... But what are these tiers stand for??

tierI/II/III are useable at lvl 1
tier IV are usable at lvl 5
tier V are useable at lvl 10
....
tier XIV are useable at lvl 55 (and above ofc)


base dmg for a lightning charm is for example 1-10 for tierI, 2-20 for tierII, 3-30 for tierIII, .....

ohhhhhhh so its basically just a lvl requirement
and also a base.... like normal exceptional elite in d2
