I'm not so convinced it works that way. I haven't played in a bit, but if I remember correctly, Paul said that for example club (90/10), each point into strength would give 0.90 "power" while each point into dexterity would give 0.10 "power". Correct me if I am wrong !
i don't think Paul actually said how it works other than the dominant stat determines dmg while the lower one critical stirke chance, tbh i think what u said, that would explain why dagger and club based chars have so much more dmg than axe users with very similar gear (even though it's harder to get the perfect ratio with 9:1), but still i believe str:dex ratio affects ur dmg in some ways:
all these are using the exact same weapon (axe), with no abilities, after 1000 actions:
60str:60dex
min dmg: 41.0
avg dmg: 55.5
max dmg: 111.6
crits: 13.3%95str:25dex
min dmg: 40.3
avg dmg: 52.1
max dmg: 107.2
crits: 8.9%
30str:90dex
min dmg: 41.3
avg dmg: 53.6
max dmg: 110
crits: 8.8%
dmg is pretty much the same in all of these, slightly higher in the "perfect ratio" one cuz of the amount of crits
my guess then would be that, say in daggers, 1 dex point = 9 str points for dmg but a perfect ratio gives u a higher critical strike chance
e: just to prove the "damage theory", with the same ee on a club and a perfect ratio (same total of str+dex as the ones mentioned above) i was getting like ~70 avg
