How much are you willing to spend is the question?

i'd suggest:
Tier III (lvl 0): 40-55 EE 1-5 fg
Tier IV (lvl 5): 45-65 EE 1-5 fg
Tier V (lvl 10): 60-70 EE 1-5 fg
Tier VI (lvl 15): 60-75 EE 1-5 fg
Tier VII (lvl 20): 60-75 EE 1-5 fg (OPTIONAL)
Tier VIII (lvl 25): 70-90 EE 10-100 fg
Tier X (lvl 35): 70-90 EE 10-100 fg
Tier XII (lvl 45): 70-90 EE 20-150 fg
Tier XIV (lvl 55): 70-90 EE 40-200 fg

Can't say too much for str armor, something along the following:
Tier III: 10-15 str
Tier VI/VII: 20 str
Tier X+: 30-40 str

Charms is basically the same as armor:
Tier III: 10-15 str
Tier VI/VII: 20 str
Tier X+: 30-40 str

Although they're a bit higher EE than what you wish to be buying.
The armor is the sort of EE you are looking for, ignore additional stats as this bumps up the price to something you don't want to pay.
and a lvl 30, 40 str charm. Again this is a bit expensive, try looking for ~35-38 str for level 45, and the price drops from ~800 (what my charm would cost) to ~30-75 fg (what a 35 str lvl 45 charm would cost)

I'd almost opt for an EE armor vs a STR armor. You can still do nice damage using abilities, and EE armor will let you tank for a party nicely which is what a true barbarian should be doing.
