Was looking to make a monk that can do some damage (Which is what I'll be doing mostly) but I wanted to be able to heal when needed effectively.
Do I stat all in int or just a certain amount?
Right now, I put the first 15 into int.
I will be using dex gear and ee weps.

It really depends on your gear. If you have good hybrid gear you can avoid inteligence. I like putting inteligence points as it gives me a decent mana pool that I can use If I dont have max mana / dex charms or armors.
It's all about balance the stats so in the end you can do decent damage while beeing able to heal effectively. I played hybrid with all points into Inteligence and also I played with just 75 intel points and with 75 worked nice as I had great gear to use.

I stat 50 int myself.
I have gear to support it though, so your mileage may vary. I have hm on some of my ee staves, use a dex/int robe and charm from 20+ and a dex/hm charm at 45+.

depending on your abitlities also, id say 40 int and 3 or 4 points in heal tank since it charges with wep and with 100% 40 int will be more than enough, 50 int if you dont have enought mana
