I am cooking my fish and I am not getting any experience or proficiency points. Is this normal or a glitch? Thanks.

You don't get experience after rank 1 when cooking sardines. Go catch some herring (tier 2 fish) and you'll get some more points.

try cooking the next tier of fish.
pro tip: if it's too hard, abort cooking before they burn!
