The only stat that works on the second charm slot is Enhanced Effect(EE). The EE only effects the charm or item its on. Also, I havent tested it, but I think life steal only works when attacking with a melee weapon.
+ % Life Steal Converts a % of the melee damage dealt to an opponent back into life healed.
