Your stats are basically Gear dependent...
I can only talk about myself and my builds.
Intelligence:
There are two ways to do this, but, the main one is based on your characters "Mana Pool"
As for myself, I apply the 90 Stat rule including Gear...
I have a +21 Intelligence Robe, so my base intelligence will be 69 total.
NOTE: I am currently testing out 80 Stat Intelligence rule with my Monk, and am liking this... meaning 59 Base
Dexterity:
Once again I apply the 90 Stat rule including Gear...
I have a +21 Dexterity Robe (yes the same robe as the intelligence one), so my base dexterity will be 69 total.
Strength:
Once I have acquired my 90 Stat rule with Intelligence and Dexterity, I will add remaining points here.
Vitality:
Base, I do not add anything to this what-so-ever

Gear: the following is just a basic guideline:
At level 20 to level 40:
Weapon: 90% PLUS enhanced effect equal level of character (20,25,30,35 etc)
Armor: 20 PLUS Dual Stat (Str/Dex or Int/Str or Int/Dex)
Main Charm: 20 PLUS Stat... cover what is missing from armor... if lucky, dual stat
Acc Charm: 90% PLUS enhanced effect healing type charm of equal level of character (20,25,30,35 etc)
At level 40 to MQ:
Solo'ing / Welling / No Healer in Catacombs: Change Main Charm to 40% PLUS Heal Mastery
Catacombs with Healer: do not change Main Charm... unless healer is no good.
Note: remember that the above is only a suggestion, based on what I use, which is following (except weapons)
