Ever since dex got nerfed twice there's a lot of different ways to create your characters.

Some people stick with the old ways and put 120-130 dex total (including items) into their char, others moved down to 60-100 dex, and some are going pure str. And for a SC barb, all of these will do wonderfully, because it's really hard to mess up one of these.

Imo, there's two things you need to consider before you do the stats (if you really care that much):
#1.
The kind of person you are. Dex is all about hitting those criticals (and it helps lower enemy critical damage, but this is less important than before since crit dmg was nerfed, but still very important). If you like scoring those huge hits every now and then then dex is your friend.
But if you prefer hitting high consistent damage (and you'll still hit a huge crit, but much more rarely) go pure str.
#2. The set up you plan on using...
If you're going to use cheap 1-10fg gear (40-60EE weapons and armors and weak charms) I'd go pure str.
If you have or are planning on using decent items (100+ EE weapons, 80+ EE armor[120+ if you're going scale], and a 40+ dex/str char) you may want to consider going part dex since you won't really ruin any damage, and dex ignores enemy def, so it'll make a huge difference when you do hit those crits.

All in all, I personally think the best build would be 80 dex with gear and the rest into str, but that's just an opinion.

Hope this helped. ^-^ <3 's
