For a weller, you have two main options : Hybrid or Mage caster.

Benefits to the mage caster : Cheap! The gear you need is very accessible and it can be mediocre.
Drawbacks : What happens if you run out of mana? Gurantee your staff with no enhanced effect won't hack the monster dead.

Benefits to the hybrid : Easier to well heavy weapons, running out of mana isn't as much of a problem.
Drawbacks : Finding good enough gear to well can be costly.

Mage caster (since I don't think you have a warlock, and I doubt you'd park it at level 65 if you did.)

Stats : Put your first 10 points into vitality, or 15 if you have a surplus of starting points.
This will help you not get demolished by high - critting well mobs.
Put the remainder of your stats into intelligence.

Gear :
People have experimented with heal mastery gear, but I still prefer intelligence due to it adding to your defense AND heals.
Try to get about 40 intelligence on your armor and weapon. For your charm, the type doesn't matter, I only suggest 150 + EE
Now, you need a heal charm as well. Wilds may be a little to daring, but I well with my wild heal. I suggest 130 + EE

Rogue or Paladin Hybrid :
If you have a spare paladin that you wouldn't mind parking at 65, go ahead, but if you don't, a rogue will suffice.

Stats : Stat your first points into intelligence until you get about 60 intelligence, this will help your heals and magical defense at higher levels.
Then, try to keep your strength about 20 higher than your dexterity.

Gear : Enhanced effect weapon : about 150 + enhanced effect will do, but of course, the more the easier the wells will be.
For your armor, you need over 150 ee for sure, maybe 180 + ee leather or scale. I prefer leathers, the magical damage is more crucial to me than physical damage, just my opinion, but either will do you well.
Get a charm with stats enough to keep your strength 20 over your dexterity. Finally, a heal charm. About 130 ee, more of course is better, will do. NOTE : It may take more than one climb to perfect this build.
Bonus stats : intelligence and heal mastery of course.

Please PM me with any clarifications

Here's a guide I wrote a while back which covers basically everything you'd need to know to make a mage weller: http://forums.d2jsp.org/topic.php?t=30551054&f=74

Hybrids are way expensive so I wouldn't recommend going that route unless you want to mortgage your house and drop your life savings into it ^_^ (not really, but still: they aren't cheap)

I agree with everything posted above, except personally I would never well with a wild heal. That's just me though -_-
