iam new at LS, now iam 40 lvl barb hc and wtf i cant find normal gear for my barb... all items i can find only for ~15lvl...

and can someone give me advice, how to find better items, what lvl i should be??

at lvl 40 you can find max lvl 30 req. items :)

starting 65 you can find the 55 ones

Typically when people can no longer make steady ground slashing, you reroll and climb up using your found gear and hopefully finding some more.

So that's what I'd suggest :)

There is no useful point to rerolling when the overall goal of LS is to MQ.

Afaik people do that on hc for the fact of making fg out of drops
