Is a healing charm with 40% EE the same as a healing charm of the same level and type with 40% heal mastery?

Basics say yes...

Heal Mastery = 40% enhanced effect to heal effect
Enhanced Effect = 40% heal effect

well, also consider that most ppl that use a heal charm place it in the accessory slot. A charm with 40% HM in the accessorty slot will effectively be that of a white. As for which is better, the results are going to vary depending how much int you have (hm effects are scaled with int) etc.

I can say that I would rather have a 70%HM charm over a 70%ee Heal. GL on your testing ;)

The most important thing to take note of is that HM doesn't work in the Acc slot, only ee does. (as mentioned by Stok3d)
That eliminates almost all usefulness of a plain HM charm outside of catacomb games.

I used to own a 127ee, 24hm heal and it healed better than a 170ee heal. Perhaps that's some insight into Heal mastery for you. :D
In most cases HM is approximately 2x the healing effectiveness of EE or INT. I know that logic offends the people who want to crunch the exact formulas//numbers for this game, but it's good enough if you don't mind being off a percent here or there depending on a few other factors.
