Does Acc. Charm stats effect your stats the same way the main charm does?

No. stats on a charm placed in an accessory slot do not work.

only ee works on the acc. charm slot. and this is at a "25% reduced effectiveness"

If you are using your acc. charm in catacombs though, it only uses 75% of the mana with 75% of the effectiveness
