All of your equipment needs to be upgraded. Enhanced effect only contributes to your melee damage if it is on the weapon you are using. If enhanced effect is on armor, then it increases the overall defense of that armor. The enhanced effect on your charm only increases the enhanced effect of the charm damage, since you are a melee class, an ee attack charm is wasted. You generally want to upgrade your weapon every 5 levels if you can afford it and make sure it has as much ee as possible. You also need to get armor and a charm that has strength/dexterity on it.
