So let's compare two swords.

1. Damage: 1 - 40 with 350% EE

2. Damage: 100 - 400 with 10% EE

Basically, how do I find out which one will do more damage?

the damage boost from EE is counted in the damage shown
so as long as both weapons are on chars with similar str you can tell just by looking at which damage # is bigger
in this case, #2
if you're trying to determine between tier 12 80EE and tier 14 60EE for example
just go tier*(1+EE/100) and see which is bigger
so 12*1.8 = 21.6
14*1.6 = 22.4 which is bigger
