what does mind numb do?

its on one of my charms.

I've been reading a lot of the ladder slasher info section but I can't remember seeing what it does on there.

+ % Mind Numb Gives a % chance to ignore the target's Intelligence with your magical attack. Lowered target intelligence will result in more magic damage dealt.
