i know in season 9 they changed something and people were mad about it
wat was it again?

cause i cant transmute anything

He made transmuting a proficiency. So you can't just mute two items together in 1 second and you need to work up your proficiency to actually mute them.

soo i would have to start with lvl1-4 items first?

Yes you must start with tier 1 and work your way up.
