What is a good starting char/build?

I personally think it'd be a barb, you can buy some cheap EE weapons to start out with of course, but as with every character the later you get the more expensive it gets.

Edit: Also be sure to read the guides, it helps MASSIVELY on what gear you want and when you want it.
