Why do i get little or no skill points on my swords at level 4 when i fight monsters below level 40 or so...?

the monster needs to be your level or higher for you to gain prof off of him
the monster's level also needs to be higher than your prof level
so prof lvl 10 you'd need to be at least level 11 fighting monsters of your level or higher

thats weird i was welling for like 2 hours and didnt get a single point in my swords at level 4 i was welling items with 25 level req at my level of 35

as i heard gaining exp from welling wasnt implemented yet, only rumors about it

oh i get 4% xp per monster or about that but i didnt seem to get any prof points on my swords...
