I play hardcore and have noticed that all elemental charms seem to cost about equal except for fire charms which seem to have SIGNIFICANTLY reduced prices... is there any explanation for this or is it just coincidence??

Coincidence. It could depend on the quality and level of the items you're looking at too since lower level or lower quality items tend to vary a lot more in price.
