yes, when one of the Alchemists passes their MQ.

yes and no. there is a ladder reset but its not random like when blizzard decides to do it (or whomever makes the decision). on ls a player has to make it all the way to alchemist then guess the correct key combo to pass that master quest which will then reset the ladder
