Whats the best charater i can make for finding good items? what level and what kind of gear

A weller or a muter is your best bet.

My best finds have been from Welling. I don't think I have found anything worth more than 10 fg from Arena, and I don't cata much.

Welling is where it's at, Muting will be a good spot in the future if you are willing to invest the time into it.
