I want to make a low level guy to do alot of WELL guys. What is good for this? or can nothing worth while be found doing this?

Depends what you mean by "low level." You can easily well at Level 1 with some average Tier III items. You won't be finding anything worthwhile though.
I believe you need to be at least 9 levels higher than what you want to well. So if you want to well Tier X items (level 35) with maximum potential you need to be at least level 44.
