why is it that i can use a fishing rod with a req skill of 10 with only 1?

You can use them earlier then they specify, but they don't work nearly as effectively as the appropriate level rod.

do they work better then a lower level one that you can use?
ie is it better to use a splintered one at skill level 0 or 1 than a runewood one?
