What mods does a caster look for on weapons?

What is a good caster weapon at the different level ranges (0, 5, 10, 15, etc.)

at levels 0 and 5, you have a few options
1. 1-30 mana per kill on armor and weapon, to try to get full chain levels (less viable since the nerf on it)
2. 275+mana so you can get longer chains
3. inteligence, so your mana is worth more for each hit
personally I just melee those levels anyways, and if I was to cast it would be with a split of 2 and 3, shrining anything I find to still go no regen

at any other level you're basically just looking for inteligence
or Heal Mastery if you plan on doing catacombs

Personally, I use a melee weapon (dagger/staff) until at least 15-20. Trying to heal at those lower levels is often useless, because I play catacombs and people just either die or leave so fast that healing is a waste until the 20s.

Find one with a good enhanced effect, like 30-50, and swing away. get one for level 5, and another for level 10 or 15, and grind your way to 20 in the catacombs.

Then switch to healing mastery / intel gear. Start healing then, and you will do fine, this is what I have been doing and its working out well.
